Serve NEXT_PUBLIC_TILE_SERVER_URL, NEXT_PUBLIC_TILE_SERVER_SUBDOMAINS and NEXT_PUBLIC_TILE_SERVER_WEBMAP_API from a same-origin /api/runtime-env script so changing them in the deployment takes effect without rebuilding the image. Values fall back to the build-time env when not set at runtime. Add test-specific tile values to the test overlay.
