This PR is the companion to DemocracyClub/electionleaflets#431
A few notes on this:
import_leafletscommand had a couple of different flags or "modes", but they were both essentially attempts to accomplish similar things in a different way. I decided to just bin all the existing code, simplify everything, and replace it with one command that does one thing.__init__.,pyin the directory I was working in and fixed it while I was there.
