Pipeline test: PR A (normal visual break)

Changes the global top navbar background (web/src/components/layout/navbar/Navbar.tsx) to a solid color so a large, clearly-visible diff appears on every baselined route (/, /clusters, /settings).

The changed file is under web/src/** and does NOT match any high_risk_globs (no auth/billing/security/api.ts).

Expected validation outcome

• Visual Regression workflow fails (screenshot diff exceeds maxDiffPixelRatio: 0.02).
• A failure issue is auto-created with labels visual-regression-failure, kind/bug, needs-visual-triage.
• NO hold label (this is the auto-accept path, not the human gate).

Do not merge. CI takes several minutes; observe checks + the auto-created issue afterward.
