Fixing test errors

This is to fix the major issues in testing harness. The goal is to get it running for now.

I am working on a robust water ontology validation pipeline that will replace this in the future.

CI/CD Workflow Improvements:

• Added a step to set up Java 17 using the Temurin distribution in the .github/workflows/static.yml file, ensuring Java dependencies are available for subsequent steps.
• This is needed to run topquadrant validator

Ontology and Test Configuration Enhancements:

• Expanded the search_directories to include both WATER_DIR and LIBRARIES_DIR, so we include key dependencies

Example File Updates:

• Added SHACL and QUDT-related prefixes (sh, qudt, quantitykind, and unit) to the examples/brine-composition.ttl file, preparing it for richer semantic annotation and validation.
