Applies both pending Release intents and clears a recurring failure in the release gate.

Formatter fix

pnpm version -r rewrites .changeset/ledger.yaml on every release with double-quoted keys — the shape release-preparation's tests assert — and oxfmt rewrote them to single quotes. The documented pnpm version -r followed by pnpm check therefore failed at the format step on generated output every time. The ledger now sits in oxfmt's ignorePatterns alongside the vendored plugin, and is restored to the generator's own quoting so release diffs stay append-only.

pnpm check passes end to end on the branch head.
