Summary
config.rs(8313L) →config/(schema/clamp/snooze/patch/io/migrate/transfer + mod.rs re-export shim). Everycrate::config::Xpath stable. All 121 tests remain centralized inmod.rs(identical set, 565 asserts). Atomic-write path byte-identical.Closes #755
