[design documents] Add LICENSE and README to folder#390

The design documents are covered by the same license as the rest of the ABI. However the comments refer to LICENSE, which needs README to interpret. These files can be found adjacent to each of the main documents. I have taken the logo, README and LICENSE verbatim from one of the existing documents with edits to the README description to make it apply to all the documents in the design-documents folder.
