Midnight still does not pay the roster. * 01a0cd69 - Cover listed daily retry and moderator enqueue The catch-up of a roster address and a moderator ping that stops for insufficient balance now have tests. * 01a0cd69 - Retry a short welcome gift the same UTC day A welcome ping that stops for insufficient balance is queued and retried like the other buckets, still against the lifetime welcome log. * 01a0cd69 - Skip a catch-up that waits past UTC midnight The owed day is checked again after the payout gate opens. A tick that started yesterday does not pay on the new UTC day. * 01a0cd69 - Document welcome amounts on the retry row The retry row stores a USD amount for a welcome gift as well as an unlisted daily ping.
