Hello

I want an option to set video format resolution by the max limit of the video Mbps, so it will play the best video quality under the limit.

Describe the solution you'd like

For example, you select the type avc/vp9/av1, and the max Mbps.
So if you select av1 and 1 Mbps, it will show the best quality video that under 1 Mbps, so if 720p have more than 1 Mbps it will be playing the 480p.

Give presets for the max Mbps: 0.25, 0.5, 0.75, 1, 2, 3, 5, 10, 15.

@yuliskov I after I thought about it more, I think it should be called "Data Sever", and will give the best resolution under the limit and select also the best avc/vp9/ac1.
