Description

Disabling "Block only natural spawns" had no effect.
The zombies seem to be spawning as part of a zombie siege, an event which occurs around villages at night.

Steps to reproduce

I placed a koi fish in a one block hole in the ground covered by a trap door, surrounded by a 65x65 fence designating the koi's area of effect. Next to the koi, I surrounded a villager with oak planks and a job site block, which seems to constitute a village for the purpose of zombie sieges.

After setting the time to midnight, a large number of zombies will continuously spawn and walk towards the villager.
