[Feature]: Notepad3 supports switching to other encodings when saving a file

Summary / problem statement

Like the default Notepad in Windows (as shown in the image below), Notepad3 supports switching to other encodings when saving a file.

The reason is that, in China, some software only supports GBK encoding (in the Simplified Chinese version of Windows, ANSI actually refers not only to the original ANSI but also to GBK encoding), so I hope Notepad3 can support this feature. Thank you!

In fact in Notepad3, you can change the encoding mode by double-clicking the south-east corner of the window BEFORE you save the file, rather than choosing the encoding mode DURING saving (as the system notepad does). Here shows the difference:
