ci: Report test coverage and mutation score

Publish lint, test and mutation score reports to a service as part of the pipeline.

For example, SonarCloud OSS license and/or the Stryker dashboard.

• We already have SonarCloud support with a test coverage threshold.
• We're missing lint reports, consider GitHub Job Summaries Actions: Publish custom summary documents (Cloud) github/roadmap#470 when available.
• We're missing mutation testing with mutation score reporting.
