Please download a nbm for your version of NetBeans.
https://github.com/nbphpcouncil/nb-laravel-plugin/releases

Then, please try to add the plugin : Tools > Plugins > Downloaded > Add

Maybe a quick write up in the read me would help novices like myself.

Sorry, I had already asked author of this plugin that a few month ago. But probably, he is busy because README file has not been fixed yet.
