I can't install the service,The command line is as follows.

Strange. Have you executed the command from an elevated shell? Is the SyncChanges.Service.exe file in that location?
Perhaps you can try also using Powershell as described here: https://learn.microsoft.com/en-us/dotnet/framework/windows-services/how-to-install-and-uninstall-services
