[Feature Request]: Allow us to select negative TX power values

Prerequisites

• I have searched existing issues to ensure this feature hasn't already been requested
• I have checked the documentation to verify this feature doesn't already exist

Problem Statement

I'm trying to set negative transmit power values for some nodes that feature power amplifiers so they don't go over the legal limit, but currently i can't set them to negative values, in fact it only says that i can input it above 0.

Proposed Solution

Simply allow us to select negative tx power limits, down to the firmware's smallest possible value (i think it's -18?) and up to the max allowable power for that band

Current Alternatives

I only know you can set the lora power to negative values with CLI, but not on the web client/iOS app
