Bug description
The behavior of 'open with' items is inconsistent between "Default", "Recommended" and "Related" applications - applications can be moved from 'related' to 'recommended' by setting them as default, and then setting them back. Furthermore, should 'forget association' be only available for recommended applications?
Steps to reproduce
by selecting 'Other application' in the 'open with' menu, there is a list of applications.
'forget association' is only available for applications under the 'recommended applications' category, however applications can be moved into the 'recommended applications' category, by setting them as default, and then setting something else back to default.
Expected behavior
'forget association' available for all categories; no category shifting between setting an application to default and setting it back.
