TOC Layer item won't move when drag and drop

Description

Drag-and-drop reordering in the TOC throws a SyntaxError when a layer name contains CSS-special characters such as parentheses, brackets, or quotes

Steps to Reproduce

• Add a layer with special characters in its name, ex: Wells by Status (Active)
• Open the TOC panel
• Attempt to drag-and-drop the layer to reorder it
• Observe the SyntaxError in the browser console, the drag and drop does not work

Expected Behavior

Drag and drop reordering should work regardless of the characters in a layer ID
