some about:config settings not applying or re-setting

updated from 1:11.9.0 to 1:12.3.0

setting browser.tabs.closeWindowWithLastTab to true get's reset after opening the browser.
browser.startup.homepage set to chrome://browser/content/blanktab.html just does not work.
(and i don't remember if i changed something to have it for new tabs aswell but that no longer works either)

1. browser.tabs.closeWindowWithLastTab is reset by Floorp as part of their Workspace implementation (https://github.com/Floorp-Projects/Floorp/blob/main/src/apps/main/core/common/workspaces/workspacesTabManager.tsx#L53), so I suggest opening an issue here: https://github.com/Floorp-Projects/Floorp/issues
2. To set browser.startup.homepage you first need to disable FireDragon Start in either the Startpage settings or the "Tab & Appearance" pane in the FireDragon Hub. You shouldn't even be seeing the settings for the newtab page while FireDragon Start is enabled.

i've turned off FireDragon start and set floorp.*.enabled to false.
this has resolved every issue i've noticed.

i'm not a big fan of these features and i greatly appriciate having them be easily disabled.
