Towards GAP 4.15.0

Things I'd like to get done:

• anything on the GAP 4.15.0 milestone (resp. drop things from there if we can't get them done)
• packages:
  • new release of float package with migration to C23 gap-packages/float#99 and Improve handling of deps coming via homebrew gap-packages/float#100
  • new release of cvec with improved MinimalPolynomial method (which stores the factorization)
  • resolve Regression in test suite (caused by changes in GAP or other GAP packages) gap-packages/FinInG#46, see Adjust test suite to be less dependent on GRAPE implementation details gap-packages/FinInG#47
  • primgrp release with @lgoettgens patch Make PrimitiveGroupsAvailable return false if artifact not downloaded gap-packages/primgrp#61
  • kernel: include julia_gc.h in gap_all.h #6124
  • handle all backports
  • ...

Having #5941 would be great, but that looks like a relatively big change, so I totally understand if you want to put your time into other things for this release.

Problem with #5941 is that it has still deeper issues on the kernel level and I just won't have time this week to dig into those (at least I'd have to drop some of the other things I wanted to do), and it is definitely a change I would want to test for a couple weeks after merging it before putting into a release...

@fingolfin I think you said yesterday that you wanted to add gap-packages/primgrp#58 and gap-packages/primgrp#59 to the above list of changes for 4.15.0. (and also maybe #6106?)

No, that must have been a misunderstanding. While I'd love if primgrp was improved in this regard, I don't want to delay GAP 4.15.0 over this. If someone provides a fix for primgrp before the end of September, we may be able to get it in. I might even be able to have a go at it. But I don't know if that'll be the case.

Since 4.15.0 is released, I would consider this finished
