Agent Improver

[raineorshine]

Discuss the possibility of an agent that can autonomously improve the code review agent over time.

1. mention the agent in a PR comment
   • or scan all PR comments and determine automatically if feedback is generalizable?
2. analyze comment
3. determine if the guideline should be covered by an existing rule or new rule
4. open a PR to modify the code review rulebook

e.g. #4033 (review)
