We need to deprecate the MATLAB functionality for reading and writing feather v1 files by 24.0.0.

See #49231 for details.

Ah, we don't need to add deprecation warnings "by 24.0.0". 24.0.0 is already feature frozen. We can do this by 25.0.0.
