The email address for 2fa becomes stale if you change your email address

Describe the bug
If you have 2fa enabled for your email address, and then you update the email for your account the one-time-password gets sent to the old email address.

Expected Behavior
OTP should always be sent to the email address configured on your profile page

Actual Behavior
When you enable 2fa via email, it copies your current email address and never updates it

Steps to Reproduce

1. Enable 2fa via email
2. Change your email address on the profile page
3. Log out and log back in using the new email address
4. Observe that the 2fa code was sent to the old email address
