+ Updated the regenerated `hipify-perl` and `SPARSE` `CUDA2HIP` docs accordingly

* [HIPIFY][doc] `LLVM 22.1.3` is the latest stable supported version (#2508)

+ No patches are needed
+ Updated the `README` accordingly
+ Tested on `Windows 11` (latest `VS 2019`, `VS 2022`, and `VS 2026`)  and `Ubuntu 24.04.2` (`GNU C/C++ 13.3`)

* [HIPIFY][CUDA 13.2][Runtime] `CUDA 13.2.0` support - Step 1 - `Driver` - Part 1 - `Data Types` (#2509)

+ Updated the regenerated `hipify-perl` and `Driver` `CUDA2HIP` docs accordingly
