In this ticket we implement the SEARCH CC algorithm as functionality in Quicly library, with the additional code to allow it to be used in the main project Quicly-go (in turn, also into qpep). Part of the work here has also been to prepare to publish the changes to the upstrem quicly repo with an appropriate PR.
