[oxlint] Support latest version

Because of the monorepo oxlint resides in, it isn't as easy to determine the latest version as it is in other repos. But this support should be implemented.

I think it has to be possible to look up existing releases with tags and then choose the latest one with a certain prefix (it should be apps_ here) and use that.

Note: until this is implemented, the feature's default version was "latest", which made a plain "oxlint": {} install fail at build time. The default is being changed to a pinned version (1.68.0) so the out-of-the-box configuration works; once latest-version support lands, the default can be switched back to "latest".
