Long CESM test names break MOM6

I'm developing a low-resolution BHIST CESM test and ended up with long test names.
I plan to find ways to shorten them, but during development long names can add clarity to the process.
The names are too long for the variables that need to contain them in

• src/core/MOM.F90: IC_file
• src/framework/MOM_restart.F90: restartname
• (maybe) src/ice_shelf/MOM_ice_shelf.F90: IC_file, inputdir
• (maybe) src/ocean_data_assim/MOM_oda_incupd.F90: inc_file

Does this issue belong here, or in MOM_interface?
I can't assign people or labels to this issue, so please do that as appropriate.

• CESM: cesm3_0_alpha08d
• mom: mi_260121-4-gd668476
• MOM: dev/ncar_251120-58-gc4ef953d9

@alperaltuntas I'm ready to issue PRs related to coarse-resolution BHIST testing.
This is one of the issues that came up while developing the tests, so one of the PRs will fix it.

Does is sound safe to increase the lengths of these path name variables?
Should the PR be in MOM6 or MOM_interface?
If it's MOM6, which branch should I use for comparison? I see the dev/ncar is the default,
but I don't see a master or main in NCAR/MOM6.

@kdraeder Can you point me towards one of your cases? I just hit an issue with filename lengths, too, and intend to make a simple PR, but I don't know if it fixes your issues or not.

but the code I modified to fix the long path name problems is in

@alperaltuntas I've run ERI and MCC tests with these changes a low-res BHIST compset
in the latest tag cesm3_0_alpha09a. They passed, so I'd like to issue a PR for this issue.
What's the preferred path for doing that?
