Increase visibility of key actions

On the home page of gedcom.io the current announcement-type articles can probably be replaced or lowered in position now that the spec has been out for some years. We should add obvious links for common actions, such as

• Access the specification
• Join the discussion
• Register an extension

Also add similar highlighting links to https://gedcom.io/specs/

Discussed in steering committee:

• The landing page could have some refreshing
• It would be nice to have links to the most common actions (access the spec, etc) on the main page
• It might be nice to not rely on the menus at the top to get to the most important content
• Have links back to gedcom.info
• We'll draft a change proposal and review in the future.
