Bug Description

Cocoa beans appear to ignore crop-growth DENY flags and actively tick growth cycle forward in protected region

Expected Behavior

Cocoa bean growth halted with crop-growth DENY flag on global region

Reproduction Steps

1. flag global region with crop-growth deny
2. place cocoa bean inside of protected global region
3. cocoa bean grows
