Have you tried specifying the version instead of using the + ?
It's possible the + is no longer aceeptable.

Here is how I resolved it:

implementation 'com.github.DWorkS:VolleyPlus:master-SNAPSHOT'

If you have similar issue with other libraries, it's because jcenter has closed, so you need to check jitpack repository for example (or any other repo), copy the library github link and see what tags are available to you
